CHENNAI TO HOST ANNUAL JOINT DISASTER RELIEF EXERCISE FROM 02 TO 04 AUGUST 2019

 Chennai, 01st Aug 2019 

A Joint Humanitarian Assistance and Disaster Relief (HADR) Exercise for the state of Tamil Nadu and Union Ter ritory of Puducherry will be conducted at Chennai from 02 to 04 August 2019. The Exercise is being coord inat ed by the Flag Officer Commanding Tamil Nadu & Puducherry Naval Area (FOTNA) under the Eastern Naval Co mmand. The Tri-Services exercise being organized under the aegis of Headquarters Integrated Defence Staff (H QIDS) is conducted for the first time in Chennai with the participation of multi-agencies. As part of the exe rcise, a seminar, Table Top Exercise, Exhibition, Skill Demonstration and final exercise in locations in coastal dis tricts of Tamil Nadu and Puducherry have been planned with the theme of ‘Cyclone followed by Urban Flooding Relief Operations’. Government of India has also extended invitations to friendly foreign countries in the Indian Ocean Region to participate in the Exercise as Observers and to share best practices in Disaster Relief Operations.

The Exercise will commence with a Seminar at Kalaivanar Arangam on Friday, 02 August, which will encompass experience sharing and presentation of plans by eminent speakers from the National Disaster Management Au thority (NDMA), Tamil Nadu State Disaster Management Authority (TNSDMA), Armed Forces, Fire and Rescue Services, Greater Chennai Corporation and Tamil Nadu Disaster Relief and Rescue Force (TNDRRF).

This would be followed by a static Exhibition in Island Ground whi ch will be inaugurated by Dr. K Satyagopal, Additional Chief Secr etary/ Commissioner of Revenue Administration & State Relief Commissioner, Govt. of Tamil Nadu at 1030h on 03 August 2019. The Exhibition would be open to the public on Saturday 03 August fr om 11:30 pm to 5:00 pm and again on Sunday, 04 August from 10:30 am to 4:00 pm. Various National and State level agencies, NGOs and vendors will display equipment used for Disaster Man agement in the stalls set up at the Island Ground to showcase the various HADR capabilities.

A Skill Demonstration will be conducted for the Government agencies within Chennai Port Trust premises on Saturday, 03 August, for showcasing the capabilities of the Indian Armed Forces in carrying out Disaster Relief. During the skill demo, various capabilities of HADR will be demonstrated to the decision making authorities of the disaster management hierarchy. Table Top Exercise will also be conducted on Saturday in which the parti ci pants will present the actions to be taken prior to cyclone and actions to be taken post cyclone scenario, on the existing guidelines formulated by NDMA, TNSDMA and DDMA. The final exercise will be carried out on Sunday, 04 August in few villages in coastal districts of Tamil Nadu and Puducherry which will be followed up by a detail ed debrief and lessons learned.

The exercise is mainly aimed at refining existing Standard Operating Procedures of all stakeholders in Disaster Relief Operations and to ensure that all concerned agencies work in unison to deliver timely, effective and effic ient relief to all citizens in time of need.
